Community Improvement Committee

The Arleta Neighborhood Council (ANC) Community Improvement Committee (CIC)’s mission is to improve the quality of life in Arleta, including land use, planning and safety issues. The Committee generally meets monthly on the 4th Tuesday to discuss and hear land use matters from the community, on possible ideas and /or projects that improve the community – with recommendations for action directed to the Board for consideration and approval.

Community Impact Statements:

• March 18, 2025 – ANC does not support Senate Bill 79 (Council File 2025-0002-S19). This bill mandates upzoning near rail stations and rapid bus lines, allowing multifamily development with no required parking, regardless of current zoning. ANC argues it harms single-family neighborhoods, infringes on property rights, and invites overdevelopment inconsistent with community plans.
• March 18, 2025 – ANC does not support Assembly Bill 1333 (2025–2026). This bill removes justifications for self-defense in one’s home by eliminating legal protections under current California Penal Code §197(a)(2). ANC states this is a violation of the Second and Fifth Amendments, endangering the rights and safety of law-abiding citizens.
• February 19, 2025 – Council File 13-1493-S17 – The Arleta Neighborhood Council argues that the City of Los Angeles has failed to enforce existing laws on unpermitted sidewalk vending, leading to blocked sidewalks that violate the Americans with Disabilities Act, increased trash and safety hazards, and unfair competition for legitimate businesses, and urges the city to take immediate action with stricter enforcement measures.
• May 16, 2023 – ANC does not support Assembly Bill 665. This bill aims to remove parents or guardians of children age 12 or older from being included and involved in the decision-making when it comes to counseling, mental health treatment, outpatient services, or residential shelter purposes.
• May 16, 2023 – ANC does not support Assembly Bill 1700. This bill proposes to add Section 21085 where “for purposes of this division, population growth, in and of itself, resulting from a housing project and noise impacts of a housing project are not an effect on the environment.”
• May 16, 2023 – ANC does not support Assembly Bill 440. This bill overrides municipal/local control planning and the will of a municipality’s voters, property owners, and taxpayers.
• May 16, 2023 – ANC supports Council File 22-0390. The unlawful possession of catalytic converters outside of their corresponding vehicles and outside legitimate authorized automotive wrecking yards, auto dealerships, and auto parts retail establishments serves no other purpose other than to be classified as theft.
