New bike lanes coming to Terra Bella Street!

Overview

As construction of the East San Fernando Valley Light Rail Transit (ESFV LRT) Project progresses, Metro will construct new Class II bike lanes on Terra Bella St to replace the existing bike lanes along Van Nuys Bl that need to be removed to accommodate the future light rail train. The bike lanes will be constructed along Terra Bella St between Wakefield Av and San Fernando Rd, spanning approximately 2.5 miles, and will include street layout changes to accommodate the project.

Project at a Glance

Metro is making changes to Van Nuys Bl, including removing the existing bike lanes, to make room for the ESFV LRT Project’s new train guideway, vehicular travel lanes and ADA compliant sidewalks.

Metro, in coordination with the City of Los Angeles Department of Transportation (LADOT), has identified Terra Bella St, between Wakefield Av and San Fernando Rd, as a replacement location of the bikeway that provides similar benefits and aligns with the City of Los Angeles Mobility Plan 2035.

The new bike lanes on Terra Bella St will change the street layout from two lanes in each direction to one lane in each direction, with added center turn lanes where space allows, making room for the new bike lanes. The changes to the street layout will also involve adjustments to on-street parking, adding parking spaces in some areas and removing them in others.

The new bike lanes and street layout changes provide several benefits, including:

  • A new bicycle connection to the existing San Fernando Bike Path and future Osborne Street: Path to Park Access Project.
  • >Enhanced bicycle access to future light rail train stations on Van Nuys Bl.
  • A new street layout will create a calmer, safer, more neighborhood-oriented street for residents.
  • Crosswalks throughout the project area will be restriped to improve visibility and safety for pedestrians crossing Terra Bella St and intersecting streets.

Construction and What to Expect

LADOT will construct the Terra Bella St bike lanes on behalf of Metro. Construction is tentatively scheduled to begin in spring 2026/early summer 2026, with work expected to occur over a period of two months. Construction is dynamic and work schedules are subject to change. Construction of the new bike lanes will include removing existing street striping, applying a slurry seal to the pavement and restriping the roadway. Residents and businesses in the area will receive a construction notice before work begins.

Parking Changes

The new bike lanes were designed to maximize safety, while minimizing parking impacts where possible. Some areas along the Terra Bella St corridor will require the removal of on-street parking to accommodate necessary changes to the street layout, particularly on Terra Bella St between Arleta Av and the I-5 Freeway, and between Laurel Canyon Bl and Rincon Av.

To help offset parking loss, LADOT has identified other locations along Terra Bella St where new on-street parking will be added by converting existing red curb and “No Stopping” areas to parking. Overall, this project will add more parking on Terra Bella St.

Travel Time Changes

The effects on traffic and vehicle congestion were simulated as part of the project’s development. The analysis determined that the required changes to accommodate the new bike lanes on Terra Bella St will result in only minimal increases in travel time along the corridor.

About the ESFV LRT Project

Metro’s plan for better transit includes more rail service in the heart of the San Fernando Valley. Construction is underway on a 6.7-mile street-level rail line along Van Nuys Bl, from the Metro G Line Van Nuys Station to San Fernando Rd. This project will include 11 new transit stations, 10 Traction Power Substations (TPSS) and a new Maintenance & Storage Facility (MSF).
